Creating Consensus for Renewable Hydrogen Standards – California 2004
In 2004, the science about what the worldwide impacts of Global Warming were going to be were first being reported on a major scale to include the environmental, health, and economic problems. Transportation was and is a sector where the global warming pollution source has been least addressed, due in large part to the failure of automakers and legislators to provide technological solutions. With enactment of California’s new climate-friendly cars law (AB 1493) and growing interest in hydrogen and other clean fuels and technologies, the real potential exists to solve this critical piece of the global warming problem.
The Baum Foundation provided a grant and strategic support to Bluewater Network to provide information to the California Air Resources Board (CARB) to establish regulations for AB 1493 that include strong mandates for clean vehicles and fuels. As a result of sustained coalition building and advocacy efforts on the part of Bluewater Network, CARB made a commitment to address the issue of greenhouse gas emissions from fuels, which would necessarily include a renewable energy content requirement.
